Each delegate who is a sophomore in high school is a part of the Sophomore Forum Program. Designed to provide an introduction to Youth and Government for these first year participants, the Forum is often referred to as a "model within a model." Essentially, the Forum provides a microcosm of nearly every area of California Youth and Government.

Delegates elect presiding officers and legislative house officers that are parallel to and receive the same training as officers in other program areas. While there is no "Forum Governor" (Forum bills are sent to the Youth Governor for approval), delegates to establish a system of courts, lobbyists, and legislative analysts. In addition, the Youth Governor chooses members of the Forum to serve on the Cabinet as Liaisons to the different program areas.

The chief difference between the Sophomore Forum and other program areas is that the Forum finishes authoring legislation during the ML/C, whereas the other programs have completed this task before the Sacramento conference. In addition, Forum Members are assigned their permanent roles (with the exception of presiding officers) at the Training and Elections II Conference.
