California YMCA Youth & Government is pleased to announce that Governor Schwarzenegger has signed Senate Bill 278 (Lowenthal) into law. This bill, sponsored by Senator Alan Lowenthal amends the Education Code adding Youth & Government to the list of excused absences from schools. The text of the Bill can be found here: SB 278. This Legislation will take effect on January 1, 2008, and means that any student who participates in Y&G conferences will be able to receive an excused absence. Receiving an excused absence means that the student is allowed to make up any assignments or tests that were missed. Additionally, schools will no longer lose funding for students who are absent due to attending Y&G conferences. Local school principals must still approve Y&G as an excused absence, but this legislation should make that process substantially easier. To further aid in the process, I have attached a letter of endorsement from Superintendent of Education Jack O’Connell. To take advantage of this new legislation, your delegates must have their parents write a letter to the school Principal asking for their son/daughter to be excused for the Y&G conference dates. The letter can reference Section 48205 of the Education Code. Though the Leginfo website has not updated the text of Section 48205 as of yet, I expect it to be updated very soon. We are very excited about this new legislation as it helps make participation in Y&G a easier for your delegates.
