Premier Delegations exemplify the best traditions of the
California YMCA Youth and Government program and the four core values
of the YMCA. Recognition as Premier Delegation means that a delegation
has met established criteria in the areas of Leadership, Unity & Spirit, Behavior, Participation, Volunteerism, and Administration. A
committee made up of Staff, Deans, and a few selected Advisors will
be responsible for identifying the Premier Delegations. Each delegation
begins the year with no points. Throughout the year, disobeying rules
and failing to meet requirements will result in an accumulation of points.
In order to create more equity, the title of Premier Delegation will
be awarded to delegations on a sliding scale based on their # of delegates.

In order to be recognized as a Premier Delegation the
following must be accomplished:
- A complete Premier Delegation application must be
turned in on time (Application can be found in "Forms by month"
section of the Advisor Manual, or will be posted to the Forms secion of this website.)
- Finish the program year without sending anyone home
for drinking, drugs, smoking, and or sexual misconduct
- Meet the 75% voter turnout requirement for all elections
- Have no more than:
- 15 points if small delegation (30 or less delegates)
- 20 points if medium delegation (31-60 delegates)
- 25 points if large delegation (61 or more delegates)
All Premier Delegations are expected to meet the following
criteria:
Leadership
Set a positive example for others. Extend friendship & support to other delegations.
Unity & Spirit
Actively participate in your delegation and in statewide events. Examples include, participating in songs and cheers. Delegations are should create and use group-building activities. Delegations are also expected to show pride for their statewide candidates while supporting candidates from other delegations.
Behavior
Always conduct selves in a positive manner whether in barracks, Joint Sessions, or individual groups. Show respect for others. Demonstrate willingness to accept direction from any adult staff member or advisor. Comply with Code of Conduct.
Participation
Fully participate in the program with a positive attitude. Delegates will attend assigned and participate in sessions. Advisors will show up on time for duties. Advisors will supervise their delegation and maintaining correct ratios. Delegations will automatically be disqualified for premier delegation if they do not meet the required 75% voter turnout in elections. Point reductions will be awarded to delegations that receive 90% voter turnout (3 points) or 100% voter turnout (5 points). Point reductions (4 points) will also be given to delegations that create an updated delegation web site for the current program year.
Volunteerism
Help out when you have not been asked. Examples include: offering to clean up after a session, offering transportation to other delegations, or offering to set-up for an event.
Administration
Submit complete Bill Packets, T&E and ML/C Registration, and NIC proposals on time and in good order. Display a good faith effort to meet all administrative deadlines.
