Officer Nomination Categories:



Delegations may nominate a total of five candidates each program year. Delegations may not nominate more than one candidate in any of the categories. (I.e.: pick five categories from the nine in which to nominate your candidates, and don't run more than one per category.)

General qualifications for all candidates includes:

  • A member in good standing of a YMCA Association or non-YMCA delegation.
  • At least a Junior or Senior in High School (except Forum officers)
  • Must attend both Training and Elections Conferences.
  • Nomination approved by the Lead Delegation Advisor.
  • Willingness to receive special training.
  • Must be in attendance at opening session of both Training and Elections Conferences.
  • Must be in Sacramento dress code during all Meet The Candidate Sessions and while presiding at T&E conferences.
  • Meets the special qualifications as listed in each category link below.

  • Category One
    State Legislative Counsel
    State Legislative Analyst
    State Superintendent of Public Instruction

Delegations may nominate one candidate for each of offices in Category #1 to be elected at T&E I.

  • Category Two
    Lieutenant Governor
    Speaker of the Assembly
    President Pro-Tem
    Speaker Pro-Tem

Delegations may nominate one person in category #2. Two candidates for the Lt. Governor and Speaker offices will be elected in primary elections at T&E I. These two candidates will then go on to face each other in run-off elections at T&E II. Pro-Tems elected by Secret Ballot at T&E I.

  • Category Three
    Sgt.-At-Arms of the Forum Senate & Assembly
    Forum Secretary of the Senate
    Forum Chief Clerk of the Assembly

Delegations may nominate one candidate for Forum Sgt-At-Arms, Secretary, or Chief Clerk to be elected in the Forum. at T&E I.

Delegations may nominate one person for this office to be elected by Secret Ballot Primary/Convention Style Final at T&E I.

  • Category Five
    Chief Clerk of the Assembly
    Secretary of the Senate
    Sgt.-At-Arms of the Assembly
    Sgt.-At-Arms of the Senate

Delegations may nominate one person in category #5 to be elected at T&E II.

  • Category Six
    Forum Lieutenant Governor
    Forum Speaker of the Assembly

Delegations may submit one candidate for Forum Speaker or Lt. Governor to be elected at T&E II.

Delegations may nominate one person for these offices. These officers will be elected by Court program participants at T&E II.

Delegations may nominate one person for these offices. The Administrative clerk will be elected by NIC participants at T&E II.

Top five candidates selected by Delegation Caucus at T&E II, then go on to Convention Style Primary to select top three finalists. Elected by Secret Ballot ML/C in Sacramento.
