Irvin C. Chapman "Outstanding Service To Youth" Award:

This award, renamed in 2003 (formerly known as the Charles Van Winkle "Outstanding Service To Youth" Award) is presented to a non-delegate member of the Youth and Government Program who has shown a long-standing dedication and commitment to the youth of this program. However, this is certainly not an award for longevity alone. Past recipients have usually served the program in a variety of roles and continually given above and beyond the call of duty
