In an effort to allow the Model Legislature & Court to remain available to all interested high school youth, regardless of their ability to pay the associated costs of the program, Governor George Deukmejian established an endowment fund to provide scholarships to deserving young people so that they are able to participate in the Model Legislature/Court Program.

In 1994, the name of the fund was changed to The Governor Deukmejian Endowment Fund, as a tribute to Deukmejian. Contributions to the Governor Deukmejian Endowment Fund are invested through the National YMCA Fund. Gifts to the fund's principal are restricted and only the earnings can be spent.

Each year, a percentage of the earnings are directed into the scholarship fund for distribution by the Youth & Government Scholarship Committee. A portion of the earnings remain with the fund to safeguard against a possible poor investment year. The total market value of The Governor Deukmejian Endowment Fund, including both restricted and unrestricted funds, is about $1.6 Million.
