T&E I is over, and a great number of thanks are due to the volunteer staff and advisors who helped make it a great event. We really appreciate all of your hard work and effort. The weather was decent and thank you to the weather gods for not making it rain.

FORUM UPDATE

 

The Forum Program is off and running. Over 400 Freshmen and Sophomores have been divided into groups and have finalized a focus statement that will shape their bills.

Freshmen and Sophomores who did not attend T&E I will not able to select their topic group.  Instead, they will be assigned a group by the Forum Staff.

 

 

 

ADVISORS WANTED!

 

At T&E II we utilize staff and advisors to be our expert witnesses as part of the delegates’ training.

As you read the forum topics on the enclosed Forum Groups with Topic Statements List, we would like for Advisors to consider their expertise in these areas. If you worked with gangs or were in one, if you volunteer at Planned Parenthood or Operation Rescue, or if you have knowledge that would be helpful to any of these groups, please call Rolf Davidson at (650) 522-9622 or send him an email at rolf@calymca.org.

SCHOLARSHIP AWARDS

 

The Scholarship Committee met on Friday, November 16th.  Results were mailed to the lead advisors on Tuesday, November 20th.  Over 300 applications have been received, some of which were not considered because they are incomplete.  Applications postmarked after the deadline were also not considered.

 

Special thanks to Board of Directors members Kip Sturgeon, Cherie Harrison, and Susan Brooks for reviewing the requests this year.  Questions regarding scholarships should be directed to Pam Sheble.

 

SPECIAL SCHOLARSHIPS AVAILABLE FOR DELEGATES WITH DISABILITIES

 

Here’s a great opportunity for high school youth who would normally not consider participating in Youth & Government due to physical or learning disabilities.

 

The California Health Care Foundation has provided a grant to Youth & Government.  Awards in amounts of approximately $300 will be given toward the cost to participate in the program to each individual who qualifies.  Youth & Government is also willing to waive registration fees for a caregiver or attendant should a delegate need one in order to participate.

 

The basic qualification is to have a disability that would normally cause a student to be reluctant to participate as a delegate. Examples would be persons who are blind, deaf, in wheel chairs, etc.   Youth with learning disabilities also qualify.

 

We encourage Lead Advisors and YMCA Program Directors to seek out persons with disabilities through the schools where you normally recruit participants.  Awards can also be made to youth delegates with disabilities already in your program.  Please Contact Pam Sheble.

 

LEGISLATIVE BILLS DUE

 

Work should be well underway on your Legislative Bill.  The December 3rd, 2007 deadline for submitting your bill is quickly approaching.  The deadline is final and will be strictly enforced.  

You are required to submit one bill for every twenty- five delegates - up to a maximum of 4 bills per delegation.  Any delegation with close to 25 delegates and wishing to submit a second bill may do so.

Delegations failing to submit a bill signed by their Board Chair and Executive Director will automatically be dropped from the program.  Late delegations will automatically be disqualified from "Premier Delegation" status.

2.	1 Electronic copy submitted via http://bills.calymca.org 

3.	1 set of back-up material without any staples.  Use paper clips only.  (Supplement, current code, articles, and/or interviews.)
It is mandatory that you submit backup material with your bill (newspaper articles, interviews, brochures, etc.) at time of submission. The backup material is essential for the Legislative Analyst and Lobbyist to do their jobs. This is part of the Bill Submission Packet and as such is part of the Premier Delegation Criteria.  Any delegation that doesn't include this material with their bill (postmark by December 3rd) will find their bill automatically placed at the bottom of the docket in its assigned committee.

 

If you have a delegation consisting of all sophomores, you are not required to write a bill.  All sophomores participate in the Forum Program and will be unable to sponsor their own bill.

 

However, If you want to write a bill, you will need to secure a bill sponsor from another delegation. In that case, please call Pam Sheble at the ML/C office so that she can assist you to find a delegate to sponsor your bill.

 

Please refer back to the Bill Development Section in your Advisor Manual for detailed information on preparation of the Bill Forms.

 

 

ONLINE BILL SUBMISSION

 

Once again, your bills will be submitted online through our page at http://bills.calymca.org. This page is very similar to our NIC Proposal submission page. You will be able to log in and follow the online instructions to submit your bill. Once submitted, you can print out a hard copy to have signed by your Executive Director. Please remember that you must also submit a signed hard copy of your bill and your back-up material.

BILL SPONSOR

 

Each YMCA must list a Bill Sponsor (the legislator who will first speak for your bill in committee) on their registration form. If you haven't yet decided who will be speaking for the bill in committee, please list the most likely legislator on your form. Only Senators and Assembly members can be Bill Sponsors in committee.

 

VIP DAY

 

VIP Day will be Friday, February 15, 2008.  This is the day during the Model Legislature/Court that you can bring important persons from your community to see the program in action. You may request invitations using our VIP day Request Form. You may either give us a list of names and addresses and we will mail the invitation out directly to them, or you can order the amount of invitations you want (5, 10, 20, etc.) and you can send them out. 

 

There is no cost for attending VIP Day as this event is sponsored by Chevron.  A Continental Breakfast and a Luncheon with a Keynote Speaker is included at no cost to your YMCA or to the guests.  All transportation expenses to VIP Day are the responsibility of the local YMCA or the participant. 

 

Delegations usually use VIP day to spotlight Youth and Government to their Board Leadership or local dignitaries. Delegations that bring VIPs to Sacramento report increased support of the program at the local level. Y&G’s State Office does not make any claims on guests that you invite.

 

Please feel free to invite those who can support your Youth & Government program. However, as we rely on the generosity of Chevron to underwrite this event, it is not an appropriate venue for parents who wish to visit their children.  If you have questions about VIP Day, please call Cathy Saliba Interim CEO, in the ML/C office at (650) 522-9622,

 

LOBBYIST PROGRAM UPDATE

 

The Lobbyist Program, headed by Tim Kordic, is gearing up for a big year!  Two items that he would like you to be aware of:

 

(1)  He is looking for five Advisors to work with the Lobbyists at T&E II and Sacramento. These people do not have to know anything about Lobbying, but having group work skills is helpful.  Each advisor works with a group of 20 lobbyists.  Advisors will be trained and assisted by seasoned lobbyist advisors.

 

(2)  If you have a delegate who was in the Lobbyist Program last year and who would like to serve as the Staff Lobbyist to the Youth Governor, please have them fill out the Staff Lobbyist To The Office Of The Youth Governor Form and return it by December 21st.

 

AXZ50010VIDEO PROGRAM

 

Interviews for Video Program positions will begin at 10:00 am on the first day of T&E II.  If you have a delegate who has applied for a video spot, they need to arrive on time to attend this meeting.    Remember, please make sure you have placed your video applicants in another role (one which they will be happy with) should they not make the cut in the Video Program.  We usually have nearly 100 applicants for the 25 or so positions.

 

UPDATE ON NATIONAL ISSUES COMMISSION (NIC)

 

The date for the NIC Commission Chair Form to be postmarked is Friday December 7, 2007.

 

New for this year is the NIC Adversary General Position. This position will be elected “in-house” within the NIC. The Adversary General is responsible for coordinating Con speeches for proposals in the later rounds of the NIC process. For questions about this position please contact Portia Rivera.

Regarding NIC proposals:  All delegations received a complete NIC Proposal Writing Handbook in the Advisor Manual. You can also find “The Proposal Writing Handbook For Delegates” online by going to   http://www.calymca.org/y&g/program/nic

To submit their proposals NIC Commissioners should log on to http://nic.calymca.org. All NIC Commissioners are required to bring 10 copies of their completed proposal to T&E II.   If you have any questions about the NIC, please e-mail Portia Rivera

ML/C REGISTRATION FORMS

 

Your updated Registration Form for the Model Legislature will be sent to you hopefully by Monday, December 4th. It will include everyone attending T&E I plus anyone you registered as “absent”.  At this point, any person that you are not registering for T&E II and the ML/C needs to be deleted from your roster. 

 

Please contact Pam Sheble at (650) 522-9622 if you have any issues regarding Registration Forms.  Do not submit forms that are incomplete.  If you don’t have someone’s address or phone number – get it!  You need complete information on each participant for liability reasons. Collect those e-mail addresses – we really need them for our program staff.

 

Adhere to the distribution formula located in your Advisor Manual.  Do not deviate from this form without permission from Pam.  Remember, if you have a Junior or Senior elected to an office at T&E I then you have one free spot.  You would still distribute the total number of Juniors and Seniors but you will not fill any one assignment.  You can choose which position not to fill. 

 

ASK A DEAN

 

If you are interested in having a Dean come to your delegation meeting, or if you have a question for the Deans please feel free to email Dwayne White DWHITE3605@aol.com. Dwayne is our lead dean and our resident Code of Conduct expert. His goal every year is to have zero delegates sent home for Code of Conduct violations. He is a great resource to ensure that your delegates fully understand the Code of Conduct.

 

RIDESHARING

 

If you are interested in ridesharing to Camp Roberts for the T&E II, be sure to email Kip Sturgeon with the following information and Kip will do his best to match you with others in your area:

 

1.     Your name.

 

2.     Whether you have space or looking for space.

 

3.     The number of seats you have or need.

 

4.     Your city.

BILL CONCESSIONS AT T&E II

If you are planning on selling anything at T&E II you must submit a new Concessionaire’s Permit.  Please contact Rolf Davidson for more information. Due to logistical considerations we will not be providing ice at Camp Roberts. Delegations who require refrigeration should contact Rolf prior to the conference.

2008 Annual Support Campaign

Building for the future!

 

Strap on your tool belts and fasten your hard hats.  We’re ‘Building for the Future” in our 60th year with our construction themed 2008 campaign! Every single donation, large, small and everywhere in between, is meaningful and helps each delegate by reducing the overall cost of the program across the board. 

 

Our Chief Architects (aka: the Campaign Steering Committee) have given us the blueprints for a successful campaign.  Dean Borg, Sam Birer, Katie Clancy, Jenna DeLong, Barath Ganesh, Cherie Harrison, Alan Hostup, Laura Jelensky, Alex Karaman, John Lindner, Wallis Locke, Trevor Michels, Kyun Saiidnia, Kathy Yoshii are assembling the 38 Forepersons (Team Captains)  who will be recruiting the entire Construction Crew (Campaigners) for the job!

 

Our General Contractor, Cathy Saliba (Interim CEO), and our Specialty Contractors (Board of Directors) have written up the construction budget at $280,000 for this 60th year’s project.  Building shall be completed on February 16th and will be celebrated at our Victory Breakfast in Sacramento!

 

The Ground-Breaking Ceremony (Kick-off) will be held at Camp Roberts on Sunday, January 20th. See you there!

WEDNESDAY ARRIVALS

 

We only received a handful of responses to our Early Arrival Form for Wednesday arrivals in Sacramento. 

Since last year 21 delegations used this option, we think that maybe this was lost in the shuffle.  If you want to arrive on Wednesday somewhere from mid-afternoon to 10 pm, you must let us know before December 1st, because we need to release the block or rooms we are holding.  If you plan to arrive on Wednesday you need to check in by 10 pm (new rule).  Questions, call Pam at 650-522-9622.
