Delegate Guide - How to Use Parliamentary Procedure:



If you've been wondering what the heck that "Parli Pro" thing you've been hearing about means, then you've come to the right place. "Parli Pro" stands for "Parliamentary Procedure", which is a formal way to run meetings and, specifically, debates. Youth and Government (and most organizations) use Parliamentary Procedure to help things stay orderly in a meeting when lots of people want to talk.

Parli Pro can be intimidating, but it's designed to be very easy. If it seems redundant in places, that's because it is! The goal of Parli Pro is to make sure that every one knows what is going on at all times so that the focus can be on the issue that is being debated.

Youth and Government debates take place in one of two settings: Committees, or House Sessions. The main difference between the two is that Committees are MUCH smaller than House Sessions. Because of the size differences, the two settings use two slightly different sets of procedures. You'll need to be familiar with both:

A motion is just a way of asking the group to do something (extend debate time, adjourn, turn off the AC, etc). Y&G uses a set of motions to help keep things orderly. Click here for a summary and explanation of these motions.
