Held at Camp Roberts, a California National Guard base near Paso Robles, the Training & Elections I conference (also known as T&E 1 or Bob 1) is an exciting three day two night introduction to the Model Legislature & Court program. Although initially designed as both a promotional training event and a stand alone experience in state government processes it has become an important part of the Youth and Government experience for all delegates. Over 80% of the participants begin their program year at T&E 1.

At the Training & Elections I conference delegates campaign for and elect the legislative house officers, state constitutional officers, and Chief Justice of the Supreme Court who all serve at the Model Legislature & Court in Sacramento. The crowded fields for Lieutenant Governor and Speaker of the Assembly are narrowed through the use of primary elections, first by a secret ballot, then with a convention style election where the top two candidates move on to campaign for office at the Training & Elections II conference.

Also at the conference: sophomore delegates begin their Forum participation, new junior and senior delegates are exposed to the different roles available to youth participants, and returning senior delegates are offered interesting leadership and group building experiences. Participation in this conference is not mandatory in order to register for the Model Legislature & Court but is strongly recommended. It is especially important that all sophomores attend as they begin their work at this conference. Once again, the interviewing and selection of the Historians, Legislative Committee Chairs, and Media positions will take place at T&E I.
